Under the Vision Document on Narcotics Control (2026-2029), the government has suggested extending drug-free initiatives up to a 500-metre radius around educational institutions to reduce the availability and influence of illegal substances near campuses.

Minister of State for Home Affairs Nityanand Rai informed Parliament that the three-year roadmap aims to build safer academic environments through preventive education, awareness programmes, counselling support, and active participation from students, institutions, and local communities.

As part of the proposed student wellness programme, the government has also recommended consent-based drug screening for students at centrally funded higher educational institutions. The objective is to identify concerns at an early stage and connect students with appropriate guidance and support.

The initiative focuses on helping students make informed choices by increasing awareness about the health, academic, and social impact of drug use. Educational institutions will be encouraged to strengthen counselling services, conduct awareness campaigns, and develop support systems for students.

Experts believe that combining prevention, education, and counselling can play an important role in addressing substance abuse among young people. A healthier campus environment can improve student well-being, academic performance, and overall development.

The proposed measures are part of the government’s broader strategy to combat drug abuse by involving educational institutions, communities, and youth organisations in creating a safer environment for the next generation.

Through these initiatives, the Centre aims to promote healthier campuses where students can focus on education, skills, and building successful careers.
